The tree is Tabebuia alba ( syn : Handroanthus albus) of the Bignoniaceae family. Of course, it native to Brazil; mostly an ornamental tree for urban tree planting as well as medicinal plant to some extent.
In any case Tabebuia (Bignoniaceae), possibly T. chrysantha, the yellow-flowering species. My source gives a tree of 6 m tall, from Venezuela, flowering when leafless.
Definitely a Tabebuia sp. I have seen the golden yellow ones listed as T. chrysantha but also other names. Both T. alba and Handroanthus albus look to be the same. I would like to see them side by side if they are not all the same species. It would be good to know the small differences. Absolutely a beautiful tree when it blooms which name you call it.
