I don't think this is some Lamiaceae. The stem seems to be terete, not quadrangular. Position of leaves seems to be alternate, not opposite.
I am thinking about some species similar to Linaria micrantha (Plantaginaceae, former Scrophulariaceae s.lat.). Please, compare e.g. http://www.florasilvestre.es/mediterranea/Antirrhinaceae/Linaria_micrantha.htm . According to the treatment in Flora Iberica, Linaria micrantha is widespread and occurs also in Turkey. According to the following paper, it can be found also in western parts of Iran: http://www.sekj.org/PDF/anbf45/anbf45-074.pdf
I have to add, that since the monograph was published by Sutton in 1988, new species have been described from Iran, which also should be included into considerations. During the last ten years about a dozen species have been described by the authors S.M.M.Hamdi and M.Assadi. In an earlier contribution to this thread I had included a link to a pdf by these authors. Contact data can be found there.
