Check www.sciencedirect.com and www.emeraldinsight.com (most of their journals don't charge any fees from authors, only authors who want their papers to become open access have to pay but nobody forces you to publish them open access, the acceptance decision does not depend on if you wish to pay that fee or not, so don't offer to pay).
Check Elsevier Journals, Springer Journals as well as Degruyter Journals. The are Journals with High Impact Factors.
