I am planning to conduct some experiments to measure nitrogen fixation in cowpea using a microbial biosensor and looking for Bradyrhizobium strains which nodulate cowpea. I am also wondering whether there are any Bradyrhizobium mutant (nif-), which inhibit nitrogen fixation in cowpea. Thank you.

You can get the strains that you need from many sources like USDA-ARS (mentioned above)
or
NifTAL (http://www.ctahr.hawaii.edu/bnf/index.asp)
or
you can isolate our own bacteria from cow pea fields

Ask to labs that published diversity of cowpea bradyrhizobia. Most usually ditributes them freely if you sign a material transfer agreement. If you are ready to pay, you could find some at the LMG-BCCM bacterial collection in Ghent, Belgium.
