If a constrained optimization problem is transformed into a single unconstrained optimization problem by means of any of the existing penalty functions, I am not clear with SUMT especially, the criteria to follow when choosing the next point after initial point.

I just need a recommendation of any article or book to read to learn in a comprehensive way.
