The elected politician must act as state, e.g. as minister of Education of the State XXX and the Minster of Health of XXX (party YYY) gives money from the state (as declared by the government or decided by the parliament) to the cause of e.g. buying food or buying a vaccine against ZZZ...

That would be against the rule of Law in most countries, whether they are democratic or not... and even if the money used to acquire services or pay for goods was from the State and signed by the public entity in question, the circumstances behind that purchase count as well. For example: in most countries under the rule of Law you have procedures to prevent bribery, misappropriation of public funds and other similar crimes. You need to create a program or ask for applications, who are validated according to existing public contracts laws and then the contract is celebrated. The pretence of the transaction and the legitimacy are not irrelevant. Even ministers do not have free reign to do as they please with public funds, as they have budgets to follow, which are usually approved by parliamentary institutions. They manage the funds, not use them as they please.

As for my certain local case I need to find the exact countries that enforce ( just some) because of multiple cases in the form of:

As minister/mayor/party and others of AAA of the State XXX I'm giving you ...

These cases are physical benefits like food for the less fortunate, activities for children/sick/poor and others.

Unfortunately I couldn't find the exact countries nor public cases enforcing this in any of my searches

Most anti-corruption laws are so basic and widespread that there is little written about them. For example: holders of public offices cannot negotiate with family members, appoint family members to governmental or administrative positions nor be part of a jury that accepts and reviews family members' application for public positions. It is called a conflict of interest and most rule of law countries have them in place. Autocratic, theocratic and other dictatorial regimes don't usually enforce such rules, as they are very reliant on nepotism to consolidate power and ensure institutions are under the control of a few selected individuals, often related to each other by blood.

Then there are electoral laws that regulate what you can and cannot do when running for a public office and ensure that, if you have a public office, you do not abuse your power as a public official to gain an advantage over your adversaries, so to make elections as fair. They also regulate how much and what kind of donations you can receive. These rules are stricter in democratic countries and very a great deal between them.

There are transparency laws as well, which are meant to ensure that no under the table deals exist or that there are not conflicts of interest present. Public officials are often require to disclose most of their properties, assets, business participations, jobs helps, etc. A public official is often not allowed to have deals with businesses or enterprises in which he as a stake or help a position previous. The reverse also applies: many democratic countries do not allow public officials to join private organizations with whom they celebrated contracts after their term or mandate expires, so they cannot favour or "buy" a high position in a company by abusing their power to make a ruinous deal for the state and very lucrative for the private organization in question.

The letter of law of these rules vary a great deal by country, as they are all written with a specific legal framework in mind and in respect to constitutional precepts. The goals may be the same, but laws vary across countries a great deal. So unless you want to focus on a specific case, you'll have a lot to read in terms of legal documents.
