Given the anode specifications the amount of current I calculate does not seem to be sufficient to polarize the steel into the zone of passivity or immunity. I use a multimeter connected in series with the circuit to read the current passing and the amount of current I need to apply to bring the steel potential to sufficiently negative values (eg: -850mV using Ag/AgCl ref electrode) is several magnitudes higher than what I calculate using anode specs.

Would appreciate your thoughts of possible reasons
