Biofilm specificity - why does biofouling occur on some rocks and not others?

Take a look at the attached photo, taken a few metres from the shore in Port Phillip Bay near Melbourne, Australia.
Why are there mussels completely covering one rock and not the others?
Is there selectivity going on, not enough plankton?
