There are tests such as PISA which allow us to understand the quality of education, but Bangladesh and Pakistan are not participant of the test.
Few indicators (quality of education) I can explore to understand the quality of education in these region would be helpful.
Global Competitiveness Index (GCI) has several indicators reflecting the quality of education in India, Pakistan and Bangladesh among other countries. For instance, in GCI 2018, section 6 is devoted to skills and has the following dimenstions: Quality of vocational training, Skillset of secondary-education graduates, Digital skills among active population, Critical thinking in teaching etc.
Previous releases of GCI had alternative measures of education quality, for instance, Quality of math and science education, quality of management schools etc.
The difference with PISA is that: (1) GCI mainly relies on survey data in assessing education quality; (2) only macro numbers are presented (while PISA publishes disaggregated data as well).
