As "a peer-review reviewer of scientific journals", have you "always" conducted a systematic review of the citations in the reference section of papers you are asked to review by the journal editors?

1. If yes:

If yes, how long did it take you to review the citations in a Reference Section of a paper you were asked to review?

2. If no:

If no, are you now reviewing the citations in the Reference Section of a paper you were asked to review by the journal editor "more closely"?

If so, how much time do you spend reviewing the citations on the "average paper" you are asked to review now that citations have become important to authors of scientific research papers?
