In your field of work, I understand that you should undertake the search oriented to two particular areas: the public sector and the private sector. Strife to create/join a network were you will be asked for a consultancy project, rather then the other way around. One way is to go to public meetings in the context of EIA and speak up as an expert that may offer solutions.
Further to the advice of Frederico, prepare a client-customized printed project portfolio, short and well illustrated with a few maps that you can present when visiting a potential client .
Think and discuss from the clients perspective, not from your skills perspective.
