Are university vice chancellors in English universities more powerful than they have ever been?

I am pondering this question for my PhD and would be grateful for your thoughts

Dear Sue, I would apply the "So what?" test. What will happen if you prove that they do have more power than 20 years ago?

How does this or will this affect 'policy' in education?

Then, how will you measure power?

Is the VC merely a figure head? Can he/she do what he/she wants? Is the appointment merely political or is the VC the best person for the job?
