Some electronic components generate relatively low amount of heat (in the range of 100 W). However, the generated heat should be disposed to keep the electronic part at an approximately constant temperature. Is there a limiting pipe diameter, pipe length or heat flux under which the heat pipe ceases to operate, or, it can operate at any condition?

The working fluid circulation principle of wickless heat pipes (Thermal Syphone) is the same as that of water natural circulation principle in downcomer-riser circuit in water tube steam generators. Take a look on the attached PDF file (Power plant lecture notes - Chapter 3 - Steam Generator). It contain 2 solved example that focus on the natural circulation principle.
wickless heat pipes can only work by using gravity. Thus, you should design your electronic device and locate your heat pipe consedering this rule. Condenser part of your heat pipe should be always higher than the evaporator part. the more gravity force you utilize, the more heat transport length you gain.
