I am working on a project on 'Water Commons' which has an objective of improving community governance on water resources in India.

In augmenting and improving water availability through creation of water harvesting structures, we observe that the water is used by the farmers having land in the command area and the other community members find it difficult to get access to the resource.

Further, when water is augmented through recharge, the farmers access the water from their own wells as a private property. With land rights linked to the wells, the common water in the aquifer becomes a private property.

Are there successful cases or experiments at delinking Water Rights from Land Rights?

Would be nice to learn from the initiatives to try them on the ground.
