In my opinion the compressive strength is very important not only for the structural requirements but for the durability requirements as higher compressive strength concrete with pozzolanic materials gives better durability and lower permeability.
Concrete for the layers of the constituent profile of a channel, should not necessarily be non-structural purposes. If the objective is to evaluate the cost, it is possible to verify that this small difference may not justify the benefits when using structural concrete, i.e. mechanical resistance (necessary for maintenance-related situations, etc.); resistance to surface abrasion (water friction, solid materials, etc.); and therefore durability.
Therefore, it is worth evaluating the importance of specifying a structural concrete (with cement containing slag and mineral additions, mitigating porosity), versus the cost.
