So this is probably more of a research question for a paper than for research gate, but since I don't have the resources to work on it anyway, I thought I'd throw it out here and see if it sparks interesting discussion.
The linked paper uses Kinematic waves to detect attacks in a VANET. Considering a future application of such networks would be CACC/platooning style applications, which are (as far as I understand) intended to even out these waves, will such detection still work in that setting?

I am somewhat intrigued by the idea of a "jerk car detection" as there are so many ways to be a jerk. As a human being we almost instantaneously identify bad drivers, except when we are one.
Part of the solution relies on having a solid identity infrastructure underneath any data being reported. If you can spoof a vehicle, you can put a raspberry pi on the side of the road and cause all manner of havoc. Its a similar problem to mobile phones, if not the exactly same problem. So I am not sure any of the new problems are really new at all. Maybe the "key" for your car is a SIM card.
To your question, I would say "no" - the method may still apply even if the lying vehicle is in a herd.
To be honest, I am not sure the method they outlined is really a good one anyway. Google collects actual telemetry and builds congestion maps. So suppose I use a GPS faking app on my phone to feed fake telemetry data to Google. Or suppose its actual data - I am riding my bike down the road. Does the road turn red in Maps? No, because they aggregate data and discard outliers.
In this context, a liar is a car that behaves different from its telemetry. So even if Car #17 of a huge peloton is lying about road conditions, the lie is easily exposed by that car not reacting appropriately. Also the adjacent cars will report differing information.
In instances where a car on a lonely highway is lying, nobody cares - as the lie has no effect.
