With respect, quality academic manuscript editing in English is demanding and time-consuming work. I would be surprised if you will find free services, or at least free services that are of good quality.
On very rare occasion I edit a manuscript for a friend who is not a native speaker of English. It is hard work to first understand the intended meaning of the writer and then change the wording as needed to improve the English while retaining the meaning. I have worked on manuscripts where I could only complete two pages an hour because they need so much revision. I really do not enjoy this work and I avoid it as much as possible, except for a few special friends.
My editing also says things like "your discussion section is way too short and needs to be expanded considerably." I benefit in knowing what a reviewer will dislike because I review several papers for selected journals each year, so I know what will not work.
I know that it is unfair that academic publications expect high-quality English, but that is the system we have today.
My best advice is to network extensively when you go to conferences, etc., and particularly get to know the native speakers who attend. Maybe one is appropriate to invite to be a co-author, or to do you a favor and edit your manuscript.

With a minimal fee, I would say. But not free, for sure. But you may try a few computer software applications such as Grammarly to assist you. But it still needs human touch to run deep checking especially when it comes to Run-On sentences, Subject-Verb-Agreement, paraphrasing and etc.
