I understand that 3 or 5 year moving averages (MAs) have been used to reduce some of the observed variability when it comes to analyse fisheries data (e.g. fish densities, total catch, rod catch etc. ). However, fisheries data are inherited very variable and consequently a mean value may not be the best estimate for a specific year. This is a problem when some managers/politicians based their decisions on present average values and try to compare them with the historical ones... Is this an acceptable approach?

I've been analyzing time series data with ARIMA, GLMs, MCMC and GAMs. I would appreciate if you share your experience with me.
