In writing a study, is measuring the validity and reliability of a questionnaire a part of pilot testing or under addressing the internal and external validity ?
If you are using a new questionnaire, not previously used and validated, you shuld be careful in providing as much evidence as you can of the 'quality' of the questionnaire and, thus, the quality of the information obtained.
I consider the it is highly convenient that in the pilot test you evaluate reliability and validity of the questionnaire using statistic methods. Previously you can have made a validity qualitative check, via expert consultation and bibliography review, for example.
