It is a fact that the citation impact factors of chemistry journals are generally higher than those of chemical engineering journals (if compared rank by rank in the Web of Science Database), but I would NOT draw a conclusion that chemistry journals are better than chemical engineering journals.
On the other hand, review articles are 5~10 times more likely to be cited than original research articles in the literature, but you will agree with me that Nobel Prize winners are credited for their original research publications, not their review articles (or some of them never write review articles).
Thus, why authors like you and me are so interested to publish in high impact factor journals?
Job offers for young guys with temporary contracts, research grants for established scientists for hiring slaves and mental satisfaction for guys who will never get a nobel prize or do any fundamental work. In short scientific managing policies have corrupted many of us who are more interested to have these successes than to do a good fundamental work.
I don't know how to answer your question, but the phenomenon you mentioned is really and widely exsiting in China. A realistic problem is that the PhD students must publish their paper in high impact factor journals to get their degree.

I agree to Prof. Chatterji and also agree to Mr. Zhen Ming Zhang for their opinions regarding publishing in higher impact factor journals. This established fact these days. People are known by number of papers, total impact factor and citations they have. Most of the current generation want results which will stun the world and will attract the editors to accept those results for more citations, which will improve the impact factor in return. The results may have fundamental faults but could be easily accepted.
Moreover, survival of current generation of scientists is based on funding and most of the funding agencies want higher impact factor papers. they don't even look into the contents of the papers........... its like a pyramid i guess. with slaves from bottom to top, each having their own level.
