Olatunji - while controversial, citation and h-index remains a consistent bibliometric measure for many institutions. At the end of the day - the higher your citation and/or h-index score - the higher the likelihood of your standing in the academic community - and the more likely that you will be recognised in the wider international community overall. I recall an incident where a scholar was not going to have their tenure continued because they were new to the organisation and most of their research activity was still based in the country that they have arrived from. The departmental Head sent their h-index and citation score through - and they were immediately reinstated.
