You can try global mapper, its an easy, user friendly program with low memory requirement that have applications like georeferencing, buffering and other so on.

The best Gis software i've used is Arcgis.. I've tried other programs but this is really easy to work with and efficient..

It's not free, so u should ask someone u know if he has a licence, or ur university so u can find another way to use it
