1)Often who gets to object about communication(accuse others of harassment) is at least partially influenced by power differentials. So, during any case of harassment, the authorities(hopefully third parties) should consider the supposed bully's possible justifications.

2)Any rational person, if accused of harassment, will stop contacting another because crimes have consequences. Thus, since the alleged harasser will of course have motives then justifications are AT LEAST possible.
