I'm taking a class where I need to run a PHP web page on Internet Information Server. I have followed every instruction I can find and still I keep getting an HTTP 403.1 error: no handle. I have Windows 10, PHP 7.2, IIS Express 7. Any software networking pros out there?

Let me start by asking you why you need to run IIS on Windows 10? Windows 10 is a Desktop machine, and what you need is a proper Server environment to do this properly. IIS is a poor man's mock up of a server. You would be better off with a more robust approach, such as using some Web installation software such as XAMPP, which allows you to run Apache 2.4, MySQL 5.5 and PHP 5.6 inside a running web environment within your desktop. Another option would be to install VirtualBox on your Desktop. This would allow you to configure a full Linux Server running on a VirtualBox instance inside your Desktop. You can then use the same Free software as XAMPP above.
However, with a VirtualBox server instance, you can run this as a standalone server inside your Desktop which can run at the same time. This will behave far more like a proper server, but will take just a little more work.
Both options will behave far better than IIS, which in my opinion is a bit of a pig to configure successfully. At least the above options will actually work properly, and you can use your browser to access your web pages to test how they are.
I would also not recommend using IIS because it is dreadfully insecure. Your Desktop is quite secure, but when you run IIS on it, you open it up to all sorts of terrible people trying to do terrible things.

Did you check allow script execution ? You need to turn two first choices on in order to execute anything from this application.
Right click on parent application -> Home Directory tab -> Executive Permissions set to Scripts only...
You might also need to check the "Edit Feature Permissions..."
Unluess you don't have a choice i suggest you what Dr. Duncan suggested to you, and be as far as possible from microsoft solutions because if you don't have a bug in your solution they will create or find one just for you
