BOD and COD is the measure of the organic material in the waste water. İf wastewater contain organic matterial than BOD and COD sould be. wastewater is acidic,  you should use inoculation for BOD test.  But  BOD will be low  or zero  if organic material is absent in wastewater.  reference given below will be help you also. BOD and COD are parameters defined by analytical procedures. They were intended for use in traditional municipal and industrial wastewater with mainly organic pollution.

If one apply them to unstable chemical wastewater a number of unintended side reactions might occur. Consider e.g. if the water contain sulfite from the electrochemical process. 

Atypical wastewater requires that a chemist consider the analysis based on a description on the processes used in the industry. 

Normally the analyses of BOD and COD is only specific for municipal wastwater in which micro organism reduced the organic ratio. In the analytic method of detecting COD you use a strong oxidizing agent which are able to oxidize not only organic material but also derivates of sulfur. You are measuring all that can be chemically oxidized. In this case you find a positive COD without organics.

The BOD value results of the usage of oxygen in your solution. And you measure the oxygen directly with an electrode, a LDO or a pressure detector. In this way you can detect a positive result of the BOD even by chemical reaction of oxygen in an inorganic media. For example the oxydation of  derivates of sulfur.

It is true BOD and COD  are essentially parameters used for the assessment of the organic content in wastewater. They may be measured, regardless of the pH of wastewater, provided that corrections/adjustments prescribed in the analytical techniques involved are followed.

In my opinion however, researchers should  have long abandoned BOD for this purpose, because it is obsolete and mostly irrelevant as in this case.

In the case of COD also, the remark of Prof. Andersen is quite appropriate because COD, by virtue of  the analytical technique involved, measures oxidisable inorganics along with organic matter and this may present a significant interference for this case.

In short, I would advise using TOC for organic matter assessment, if needed, and identifying all oxidisable inorganics used in the process for the particular case of interest.
