PEI, PDADMAC were good catinic polymers with high viscosity!
poly(lithium 2-acrylamido-2-methyl propanesulfonate) (PAMPSLi) or proton type seems a very good candidate. You can do the polymerization easily to get a polymer, only 1-3% can make the water solution very viscous.
