It actually depends on your research task. What problems did you address making used of machine learning? Most of the good machine learning journals take time for review. If you can afford Open Access journals, then you could try IEEE Access, or any journal from MDPI publisher.

MDPI AI journals are the fastest. MDPI have quite few journals that cover AI topics like sensors, symmetry, applied sciences, Imaging. you may check the AI scope covered in each journal.
IEEE Access and MDPI journals typically offer fast reviews + easy acceptance for a fee. As a consequence, many articles currently published in these journals are of low quality. Well-done reviews in reputed AI/ML journals take a bit more time (sometimes a bit more than 3-4 months, sometimes less). If time is critical, I would advise to opt for a 8-10pgs conference publication instead, as there are numerous good conferences in AI that obey strict review schedules.
