Those are 3 questions worthy of their own post. I will try to answer each one separately.

A: There are theories for some structures like the geometric/pancharatnam-berry phase and V-shaped metal nanorods. But these are often limited to some special cases like circular polarization and normal incidence. These theories are great to gain understanding, but can be limited for actual design.
In general a numerical simulation would be needed. My company PlanOpSim makes a simulation tool for naostructure and metasurface calculation (www.planopsim.com), but it can also be done with more general electromagnetic solvers.
(2)Q: About analysis models. I was wondering if there's any recommendations upon the theoretical that finely characterize/ models the interested performances of metasurfaces?
A: Are you looking here for the response of a single nanostructure/meta-atom (then the answer would be the one above) or on the level of a metasurface?
On the level of a metasurface I would recommend having a look at the generalized Snell's law and fourier optics. For lenses there are many descriptions of how the phasefront should look for different lens types.

A: In general modulation is possible with a bunch of ways that have been used for photonics and can also be applied here:
-liquid crystals
-acoustic modulation
-piezo-electric tuning of the dimension
-mechanical stress
-temperature (DOI: 10.1021/acsphotonics.8b00948)
Some of these methods are a bit crude but will tune the global behaviour (merchanical stress) others have potential to control on the level of individually adressing nanostructures. You will find plenty of papers but no accepted solution because this is a very active field still.
