I am about to conduct a scoping review which will identify and map the available evidence of a topic in policing. The review will draw on a realist evaluation framework (context-mechanism-outcome). To operationalise the realist approach, the available evidence will be evaluated in accordance with the EMMIE framework criteria (effect, moderator, mechanism, intervention, economic cost).

In terms of the eligibility criteria of the review, I initially thought to use the SPICE framework to construct my research question, so as to incorporate the EMMIE framework in the Evaluation criterion, as well. However, the review will not compare interventions and the C-Comparison component of the SPICE is problematic.

To this end I thought the PIO framework an alternative of the PICO framework, without the comparison component. But with the PIO, I do not know how to incorporate the EMMIE for Evaluation.

I do not know if I may include an E: evaluation criterion in the PIO to incorporate the EMMIE.

Could anyone help me with this? Any alternative suggestions?
