To asses land use (LU) classification you can use overall accuracy or producer accuracy and overall kappa with ground survey of recent imagery data. For the last, you can compare the LU result with official topographic map.

Suppose that we have two maps; mapx (initial land use) and mapy (recent land use) and both have uncertainties. If a new map is calculated using these maps (e.g. mapz = mapy - mapx), what is the uncertainty of mapz?

A simple solution could be the sum of the uncertainties. Added or subtracted maps, the uncertainties are always added.
