I always face this dilemma whether I need to rewrite a sentence to avoid plagiarism or to use the phrase as is while doing a literature review.
My answer is
1. We never rewrite to avoid plagiarism.
2. We always give the source of any ideas we use.
3. The decision to quote or paraphrase is simply answered by answering one question. Can you rewrite the text better? If your answer is 'yes', paraphrase, otherwise quote. In both cases, give the correct reference.
