It is increasingly becoming a requirement in many universities to expect that graduate PhD students publish a given number of publications (2 in my institution) before they are allowed to graduate. I would like to know what model your institution in using and what is the motivation for this model. I have noted that sometimes the quality of publications is compromised as students are under pressure to graduate hence they don't pay much attention to the quality of the journals they are publishing in. Since a thesis is foremost a students' work, supervisors or mentors also don't have a lot of input in publications that form part of the thesis.
