The question then is “Is a separate 3D DCDB database the best approach, or a single DCDB for 2D and 3D parcels?” Further questions arise then: “how much detail is needed? and “how do we visualise the 3D parcels” etc.

Good question. It is nice to have 3d cadastre especially to help under neath utility mapping etc. But first comes 2d cadastre.

for more exact calculations about costs and a better prediction it can be effective. by this we can make more comprehensive planning

I think a 3D cadastre is much more than "nice to have". It is a natural development from 2D registration of rights, restrictions and responsibilities (RRR). The world is 3D, and so are many RRR. In the legal and planning situations can be very complex with RRR located on top/below each other. In many countries 3D property and RRR are a reality today. It should therefore be possible to register them as such, but it is of course a question of need for 3D registration and visualisation which differ from country to country and is at the end a question of costs and benefits for society. We have had 3D property in Sweden for more than 10 years, but still register the legal situation in a 2D manner using pdf (construction and cadastral) drawings for illustrations. We have no concrete plans the develop 3D cadastral registration further at the moment.
