What polymer is selectively biodegradable in the nucleus of an eukaryotic cell and has the possibility to encapsulate plasmid DNA?

I'm looking for a polymer that is selectively biodegradable in a cells nucleus and is not toxic for the cell. Also, it should be able to encapsulate nucleic acids without degrading them.
