What solvents can be used to form a solution of BES?

I am trying to use BES, 2-(bis(2-hydroxyethyl)amino)ethane sulfonic acid, as one of the components for a polyurethane synthesis, but it does not dissolve in most solvents; like DMF, DMAc, and ACN....
