Why with the single cell pcr, using primers for eukaryotes and prokaryotes, some electrophoretic runs are only the band or eukaryotes or prokaryotes?

for example in this electrophoresis we have the cell, the positive, the negative, a control and another cell. why the first cell has only the band of prokaryotes (between 1500 and 1200 bp)?
