What is the best algorithm to identify miRNA sites in the 3'UTR of a mRNA?

I tried TargetScan, microRNA.org, PicTar and Targetspy and I got different results. Also, when you present the results, do you mention only the conserved miRNAs or the poorly conserved as well?...
