Which welding technique has the lowest developed temperature effect on the materials?

Is this technique suitable for welding aluminium plates? Can a welded area produced with such technique be considered as insulated?

I am looking for companies capable of polishing aluminum at an ultrafine level. The resulting surfaces should have mean roughness of 5 angstrom or less.

The aluminum has to be polished and later on deposited with multilayer coatings. For the development of new neutron guides.
