Is there any free Journal to publish systematic literature review protocol? I have checked JMIR but they are also charging for protocols?

I am looking for a free Journal (good impact factor) to publish a systematic literature review protocol. I have checked a few but they are charging a lot. Any recommendation will be appreciated....
