Is there a dielectric material with relative permittivity 4.4 that can replace FR4 epoxy in high frequencies?

FR4 epoxy is a lossier material in high frequencies. So, Is there another dielectric material can be alternative to FR4 and with the same dielectric proprities or close to the first one?
