Does high pH results in high TOC concentration or does samples having high pH affect the TOC measurement??

I've tested some water samples recently to get TOC value. There are 16 samples in total, each 4 samples have pH of - 4,7,10 and 13. The TOC concentration for pH - 4,7 and 10 is pretty similar...
