In ABPE analysis of different photoanodes. My question is Why are the initial photocurrent values of Co-Pi is higher?

Why are the initial photocurrent values of Co-Pi higher than the BV/Co-Pi/Fe(OH)x, and then after -0.3 it starts decreasing? Is this normal behavior, and what is the reason for this trend?
