What is the criteria of originality in terms of percentages in Turnitin report; how much is the good writing barrier?

My turnitin report of Doctoral thesis was 9%, how can one achieve 0%, is there any one who achieved it? What is acceptable Turnitin report for book chapters, research articles/thesis/dissertation...
