Is it safe to use mixture of hydrogen and oxygen to produce plasma? If so in what ratio? I am trying to functionalize my surface so does it work?

I am trying to functionalize my thin film surface with plasma. I am hopeful that mixture of hydrogen and oxygen plasma might work. I have read somewhere about it but couldn't find exact conditions...
