It is normal to have high water temperature and low air temperature at a point in a glacial fed stream during winter? E.g AT - 1 & WT 2 degree Celsius

During winter when air temperature is low what should be the water temperature in a glacial fed stream? In lakes we know there is thermal stratification... What about streams how they maintain...
