Why fault-tolerant NoC(Network-On-Chip) Router?

I am researching about Fault-tolerant-NoC.I want to know why more articles in NoC Reliability field assume Fault occurs in the NOC-Router why not in Resources,Links,PEs , other elements of NoC?
