How do you germinate seeds that are still enclosed in the flower? The seed is so small that once the flower opens it's not visible.

I have tried germinating the seeds in the growth chamber, I sterilised them with bleach, sulphuric acid an ethanol on separate occasions, no success yet. what do I do?
