Why did we use non-parametric test when the parametric data is not homogenous?

I read some journal that stated when the parametric data is not homogenous (tested with Kolmogorov-Smirnov or some other tests) we must use non-parametric test (Mann-Whitney or Kruskal-Wallis)....
