How can I discuss concave down contour plot in rsm?

I get my 3d contour plot with concave down shape. I confius either it can have an optimum condition or not. It that mean a failure of the experiment? Tq

How to know the term (linear, interaction and quadratic) in ANOVA from RSM can effect the optimization of the proces?

I was do the optimization by RSM, the anova give significant model, the r2 was 0.944 however some term was not signifcant especially in quadratic term
