Light speed is an absolute at one specific measured velocity. Has anybody tried to explain why this particular configure and/or could it be variable?

I wish to know whether others have attempted to answer the simple question above on light speed since there has to be a reason why light speed is at c.300,000 kph and does not appear to alter....
